Carmel-by-the-Sea is a village with commercial-district rules, tiny lots, and cottages that do not compare to a Monterey tract sale. Carmel Valley is a different market: more land, more ranch and vineyard adjacency, longer drive to the water. Jackie needs the right city on the application because appraisers will not treat them as twins.
Many Carmel purchases are second homes. That is allowed. It is not a primary-residence loan. Down payment and reserves rise. Self-employed owners still qualify on deposits or a P&L. If you already have a low-rate first loan on a California primary and want Carmel cash later, the second-mortgage conversation on cash-out and seconds may apply to the house you already own, not the cottage you are buying.
What design review means for the lender
Unfinished remodels and unpermitted additions stall appraisals. If the cottage has a storybook addition that never saw a permit, say so before Jackie orders value. Nearby Pebble Beach has its own association rules. If the listing says Pebble Beach, do not send it as Carmel-by-the-Sea.
